A recruitment agency needs recruitment software that keeps candidates, companies and roles together in one system. An applicant management tool for HR departments is not enough for that. We compared eleven recruiting CRMs, from systems built in Switzerland and Germany to the platforms widely used in the UK, the USA and Australia. The biggest difference we see is in the architecture: is the system built for working with AI, or was AI added later to an existing database?

Our assessment: Among the systems compared, Sourge, the AI CRM for recruitment consultants and headhunters, is the best choice for recruitment agencies, regardless of the size of your agency. Sourge is built around AI and agents from the ground up. It finds open roles in the market for your candidates and suitable candidates for open roles. In most of the other systems, AI sits behind a higher plan, add on modules or credits.

The table shows all eleven systems at a glance. After that, we explain the criteria, the difference between AI native and retrofitted software, and how each system performs. Next come new business opportunities, data residency in Switzerland, Germany and the UK, and costs. Our recommendation comes at the end.

How do the eleven systems differ at a glance?

Which criteria matter when choosing software for recruitment agencies?

Six points decide whether recruiting software fits the day to day work of a recruitment agency:

  • Architecture: Is AI the layer you work through, or an extra alongside forms and lists?

  • New business opportunities: Does the system only manage your existing data, or does it give you new reasons to call companies?

  • AI by plan: With several vendors, matching, search and agents sit behind higher plans, credits or additional modules.

  • Clients and roles: Candidates, companies, contacts and roles in the same system, without a separate CRM for business development.

  • Data location and languages: Where is the candidate data stored, and is the interface available in your clients' languages?

  • Price and switching: public price, contract term, costs for data migration and training.

Prices are shown as the vendors list them, without currency conversion. Not all vendors state whether VAT is included. Before we look at the systems one by one, we clarify two terms that appear in every comparison.

What is a recruiting CRM, and how does it differ from an ATS?

A recruiting CRM is software in which a recruitment agency manages candidates, client companies, contacts and roles together. In English it is called a recruitment CRM or recruitment agency software. An ATS (applicant tracking system) manages applications for a company's own roles and is usually built for internal HR departments. For agency work, a pure ATS lacks the client side: business development, contacts and the question of which company is currently looking for whom.

Most systems in this comparison therefore combine ATS and CRM. The difference lies in how much work the system does itself.

Which systems did we compare?

We included headhunter software that explicitly targets recruitment consultants, headhunters or recruiting agencies, that is, software for placement, not for internal HR. This covers the systems that are widespread as recruiting software for agencies in the UK, the USA and Australia: Bullhorn, Access Vincere Evo, Recruit CRM, Loxo, JobAdder, Firefish and Manatal. From the German speaking region we added Starhunter, Hunter and Jobdesk, and Sourge as the eleventh system.

For every system we checked the vendor's website: pricing page, features by plan, information on data location and languages. What is not stated there is not stated here either.

What distinguishes AI native software from retrofitted AI?

In an AI native system, AI is the layer you work through. You give an instruction, and agents research, match and prepare. The result sits in the same system as your candidates and companies. In a classic system, the work stays in forms, lists and workflows. AI is added as a sidebar, text generator or module.

For several vendors, their own pages show that AI is added to an existing system. Vincere writes that the same ATS and CRM sit beneath every plan, and that what changes is, among other things, the depth of the AI. Starhunter describes its features as "now enriched with artificial intelligence". At Bullhorn, the AI features of Amplify are only available from the Pro plan in the plans for small staffing providers. At JobAdder, anyone who moves from the Recruiter Essential plan to Recruiter Lite loses all AI features, according to the pricing page.

Our assessment: A system to which AI is bolted on gets less out of it than one built around it from the start. In classic systems you click a lot and maintain much by hand. Many headhunters and recruitment consultants know this: they pull together the context on a candidate or client from several tools, log every step and handle administration that takes time away from conversations with clients and candidates. In an AI native system, agents do this work and you stay informed. That leaves more time for calls, meetings and the personal contact in which trust with clients and candidates is built. The following sections describe how this shows up in detail.

How do the systems perform individually?

The order follows the table: Sourge first, then the internationally widespread systems, then the vendors from Germany and Switzerland.

Sourge

For recruitment agencies, including in executive search, and for agencies of any size. You work with Sourge in a chat, as with an assistant. Where needed, you work directly in the CRM and ATS, because candidates, companies and roles sit in one system. The starting point can be a candidate or a company. Email, WhatsApp and LinkedIn come together in one inbox. Sourge assigns every message to the right candidate, client or role.

Matching works in both directions, from candidate to role and from role to candidate. Every score comes with a rationale. The market radar continuously brings open roles from the whole market into the system. Agents prepare CVs, candidate profiles and shortlists, including overnight, and work across more than 1,100 connected tools. The interface is available in German, English, French and Italian.

The data is stored on servers in Zurich. The infrastructure is ISO 27001 certified and audited to SOC 2 Type 2. Your data is not used to train AI models. Sourge does not yet cover invoicing and time tracking, and there is not yet a public price.

Bullhorn

Bullhorn names more than 10,000 staffing providers as customers and, by its own account, has focused on this industry since 1999. Starter costs 85 EUR per user per month, 80 GBP in the UK and 99 USD in the USA. Core costs 115 EUR, 120 GBP or 165 USD.

Limits: The AI runs through Amplify, Bullhorn's AI package, which is added to the existing system. The recruitment CRM with sales pipeline, AI search and Amplify Chat are only available from Pro. The agentic features only come with Max. Bullhorn names no price for either plan, and Max does not include free implementation. In the plans below Pro, Search and Match is a separately priced additional product. Our assessment: At Bullhorn, the AI is bolted onto an existing system.

You can read the detailed comparison in the article Bullhorn alternative for recruitment agencies 2027.

Access Vincere Evo

Vincere is now called Access Vincere Evo and has belonged to the Access Group since 2022. Startup costs 150 GBP per month for one user, Core 95 GBP per user for 2 to 7 users, Pro from 85 GBP.

Limits: From Core, AI matching, agents and the meeting assistant are optional extras at additional cost. Access Evo Everywhere, the AI layer across all modules, is also such an extra. Migration and training cost a one off fee. Pricing and onboarding with DBS and Right to Work checks are built for the British market. Our assessment: The foundation remains a classic system, with the AI on top.

Recruit CRM

ATS and CRM for agencies working in permanent placement, executive search and contract, used by more than 2,000 agencies by its own account. Recruit CRM describes itself as an AI recruiting operating system for staffing agencies. The plans cost 95, 135 and 215 USD per user per month.

Limits: AI sourcing and matching, LinkedIn messages, WhatsApp and data enrichment consume credits from a shared pool. Our assessment: That makes monthly costs hard to plan. According to the pricing page, assisted migration is chargeable, and the open API is only available from Business.

Loxo

Platform with ATS and CRM for recruiting firms. Loxo describes itself as an AI native platform. Core costs from 149 USD per user per month.

Limits: Loxo only sells annual plans with upfront payment. The agents, Loxo AI Chat and Loxo Source, the search in its own pool of profiles, are only available in the Professional plan. Loxo only names its price in the demo.

JobAdder

JobAdder was founded in Sydney in 2007 and has been an ATS and CRM since 2012. By its own account, more than 4,000 agencies and internal recruiting teams use it, mainly in Australia, New Zealand, the UK, the USA and Canada. According to the vendor, JobAdder shows the rationale for every AI score. Data of customers from the UK and the EU is stored in Ireland.

Limits: Adder Intelligence, JobAdder's AI, is only available from the Recruiter Essential plan. Advanced automation only comes with Recruiter Pro or as a separately priced additional product. JobAdder does not publish prices for any plan, and annual contracts are the standard. Our assessment: The AI was added to an existing ATS and CRM.

Firefish

Recruitment CRM, founded in 2010 and, according to its homepage, built for British agencies working in permanent, contract and temporary placement. Firefish offers AI agents for matching, profile enrichment, emails and job adverts. The data is stored in data centres in the Netherlands and Ireland.

Limits: Firefish names no price, and the pricing page refers to a demo. Additional modules such as website or candidate portal cost from 150 GBP per module, and credits for enrichment come on top. The agents work on individual tasks in the existing CRM, and Firefish does not describe a chat as the main entry point. Our assessment: The AI supplements a classic CRM built for the British market.

Manatal

Manatal is an ATS with CRM features, used by 10,000 recruiting teams in more than 135 countries by its own account. It has the lowest public entry price in the comparison: 15, 35 and 55 USD per user per month with annual payment, or 19, 39 and 59 USD monthly.

Limits: The smallest plan allows a maximum of 15 open roles per account. The interface is available in English, French, German and Spanish, but not Italian. According to the help page, the AI Copilot is in beta. The connection to ChatGPT, Claude and other language models is only available from the Enterprise Plus plan.

Starhunter

Recruiting software for recruitment consultants and headhunters from Munich, with CRM, invoicing and time and task management. For customers in the DACH region, Starhunter stores the data in Germany.

Limits: According to the vendor, the proven features are "now enriched with artificial intelligence". StarhunterGPT creates job adverts and texts and uses OpenAI technology for this, and for matching Starhunter names Talent Match. Starhunter also mentions AI for daily planning and follow ups. Starhunter does not describe agents that carry out tasks themselves. Starhunter names no price, and the FAQ refers to the sales team. Our assessment: The AI supplements a classic system.

Hunter

Software from Fecher GmbH, which by its own account has stood alongside recruitment consultants for more than 20 years. The German pricing page names 149 EUR per user per month, and the English pricing page lists four packages from 98 to 115 EUR.

Limits: hunterNEXT is a new interface, and according to the vendor, existing customers work "on a familiar data basis". Fecher announced the AI as a module that is to be available "as a regular addition to hunter". Data migration, customisations and consulting are charged by effort, and training costs 75 EUR per hour. Our assessment: Hunter was created before AI, and the AI is added as a module.

Jobdesk

Jobdesk is an enterprise solution (ERP) from Switzerland for placement and temporary staffing, with plugins for LinkedIn and Outlook and a mobile app. According to the vendor, data migration is free of charge.

Limits: Besides placement, Jobdesk also covers temporary staffing and offers its own back office service. Our assessment: For a recruitment agency without temporary staffing, an ERP brings a lot it does not need. On its international website, Jobdesk mentions AI matching and further AI features, but does not describe chat or agents. Jobdesk does not publish price or data location.

How does software open up new business opportunities?

Our assessment: Most systems in this comparison start once a role already exists. Sourge starts before that. The market radar monitors the entire job market. New roles at your partner companies and potential clients appear as soon as they go online. Every role is linked with your database and your clients. If a role fits one of your candidates, it becomes a reason to call. Conversely, the external candidate search finds profiles when your network is not enough for a role.

This is how new business opportunities arise from everyday use, without you having to start a separate research effort. For this to work, candidates and market data sit in the same system. That makes the question of where this system stores the data all the more important.

Where is the data stored, and what applies in which country?

Which storage location fits depends on where your agency is based and which data protection law applies. The three sections summarise the basic rules for Switzerland, Germany and the UK. They are not a substitute for legal advice. You can read more on the topic in the article AI in headhunting: what applies to data protection.

Switzerland: Data Protection Act (DSG)

In Switzerland, the Data Protection Act applies. Under Art. 16 DSG, personal data may go abroad if the Federal Council certifies adequate protection in the recipient state. The list of these states is in Annex 1 of the Data Protection Ordinance. Since 15 September 2024, this also includes companies in the USA that are certified under the Swiss U.S. Data Privacy Framework. Otherwise, suitable safeguards are required, such as standard data protection clauses, or one of the exceptions under Art. 17 DSG. The data subject must be informed about a disclosure abroad (Art. 19 para. 4 DSG).

Sourge stores the data on servers in Zurich and complies with the Swiss Data Protection Act and the GDPR. Bullhorn's privacy policy governs transfers from Switzerland to the USA via standard contractual clauses and the Swiss U.S. Data Privacy Framework.

Germany and the EU: GDPR

In Germany and the rest of the EU, the General Data Protection Regulation (GDPR) applies. Under Art. 44 GDPR, transfers to a third country are only permitted under the conditions of Chapter V. These are an adequacy decision by the EU Commission (Art. 45), a suitable safeguard such as standard data protection clauses (Art. 46) or one of the exceptions under Art. 49. A data processing agreement with the software vendor is required (Art. 28).

For Switzerland, there is such an adequacy decision by the EU Commission. Within the EU, Starhunter (Germany), Firefish (Netherlands and Ireland) and JobAdder (Ireland, for customers from the UK and the EU) store data.

United Kingdom: UK GDPR

In the UK, the UK GDPR and the Data Protection Act 2018 apply. According to the ICO, a transfer to an organisation outside the UK requires either UK adequacy regulations, a suitable safeguard such as the International Data Transfer Agreement, or an exception. According to the ICO, the countries of the EU and the EEA as well as Switzerland have full adequacy. For agencies in the UK, data in Zurich, in Ireland or in the Netherefore possible without an additional safeguard for the transfer.

Ask every vendor in writing about storage location, sub processors and transfers abroad, and whether this is regulated in the contract. Just as important as the storage location is the question of what the system costs and what switching costs.

What does recruiting software cost, and what does switching cost?

The public list prices in the comparison range from 15 USD per user per month at Manatal to 215 USD at Recruit CRM Enterprise. At Bullhorn and Loxo, the strongest AI features sit in plans whose price is only named in conversation. Access Vincere Evo publishes its plan prices, but the AI extras cost additional from Core, and their price is not on the pricing page. Recruit CRM charges for AI sourcing, matching, notes from conversations and data enrichment via credits, and Firefish charges for additional modules from 150 GBP per module.

Ask every vendor whether data migration and training are included in the price. Hunter charges for data migration by effort and for training by the hour. Access Vincere Evo charges a one off fee for migration and training, and at Recruit CRM assisted migration is chargeable. Loxo migrates for free from three users, and Jobdesk describes data migration as free. Sourge migrates candidates, companies and roles with their links and cleans up duplicates (migration). You can read how to plan the switch in the article Planning the switch from your old ATS without data loss.

Which recruiting software is the best choice for recruitment agencies?

Our assessment: Sourge, the AI CRM for recruitment consultants and headhunters. The reasons:

  • Built for working with AI agents: instructions in the chat, plus CRM and ATS, matching and market radar in the same system.

  • More time for conversations: Agents handle research, matching and preparation. You click less and focus on calls and meetings with clients and candidates.

  • New business opportunities: The market radar continuously connects open roles in the market with your candidates and clients.

  • Traceable: Every matching score comes with a rationale.

  • Data in Zurich, interface in German, English, French and Italian.

This applies regardless of the size of your agency. Sourge does not yet cover invoicing and time tracking, so for now you need a system with integrated invoicing for that.

Frequently asked questions

Which recruitment software is best suited to recruitment agencies?

Our assessment: Sourge, the AI CRM for recruitment consultants and headhunters. It is built from the ground up for working with AI agents, so you work in chat and, where needed, in the CRM and ATS. The market radar connects open roles in the market with your candidates, and the data is stored on servers in Zurich. With the other systems in the comparison, AI is often tied to higher plans, add on modules or credits.

What is a recruiting CRM?

A recruitment CRM is software in which a recruitment agency manages candidates, client companies, contacts and roles in one place. Unlike an ATS for internal HR departments, it also covers business development with clients. An AI native recruitment CRM such as Sourge is additionally built around AI agents that handle research, matching and preparation.

What does recruiting software for recruitment consultants cost?

The public list prices in the comparison range from 15 USD per user per month (Manatal Professional, billed annually) to 215 USD (Recruit CRM Enterprise). Bullhorn Starter costs 85 EUR, 80 GBP or 99 USD, Hunter 98 to 149 EUR. JobAdder, Firefish, Starhunter and Jobdesk only state prices on request. Factor in credits, add on modules, training and data migration.

Which recruitment software stores data in Switzerland or the EU?

Sourge, the AI CRM for recruitment consultants and headhunters, stores data on servers in Zurich. Starhunter stores data for customers in the DACH region in Germany, Firefish in the Netherlands and Ireland, and JobAdder for customers from the UK and the EU in Ireland. For the other systems in the comparison, the storage location is not stated on the product and pricing pages.

Which headhunter software is suitable for executive search?

For executive search, what counts is a CRM for clients and candidates, matching with a traceable rationale, and research in the market. Sourge brings these together in one system: agents prepare shortlists, and the market radar shows new roles at partners and potential clients. Recruit CRM explicitly names executive search as a target group, and the Executive Search Report is available there from the Business plan.

Is there recruitment software available in French and Italian?

Sourge is available in German, English, French and Italian. With hunterMULTILANGUAGE, Hunter can be switched to French and Italian, among other languages. Manatal lists English, French, German and Spanish for its interface, but not Italian.

Can I work with a recruiting CRM via chat?

At Sourge, you work in chat as you would with an assistant, with access to your candidates, companies and roles, and directly in the CRM and ATS where needed. At Bullhorn, Amplify Chat is only available from the Pro plan, and at Loxo, Loxo AI Chat is only available in the Professional plan. According to its help page, Manatal's AI Copilot is in beta.

What does Sourge cost?

Price on request. We discuss the price in the first conversation, tailored to your agency. You can request access at https://www.sourge.com/en/zugang.
